How to split PDF pages across the middle

Add one PDF and every page is cut in two along a horizontal line halfway up. The top half comes first, then the bottom half. Three pages become six pages, and a one-page file becomes two. This suits a sheet that holds two pages stacked one above the other. Text and pictures are copied, not redrawn, so nothing turns into a picture and text stays selectable.
